惡徒「氣體人」現蹤……
岡本賢治（小栗旬飾）是一位停職中的刑警，受命追查造成一連串離奇命案的罪魁禍首。一切始於一位大學教授在電視直播中身體突然膨脹爆炸，所有人驚魂未定之際，一名自稱是「氣體人」的男子（內田雅樂飾）登場，預告自己即將連續殺人，令整個社會陷入恐慌。賢治和記者京子（蒼井優飾）竭盡全力挖掘真相、追捕兇手，這名罪犯的行為卻似乎嘲弄著徒勞追捕他的相關當局。
每一樁新的殺戮，都讓社會遭到無形的恐懼進一步侵蝕。
